Cohort 2 Goals — Mapping Our Ecosystem, Business to Education
A core goal for Cohort 2 is simple to state and hard to do: know who is actually in Maryland's blockchain and digital-asset ecosystem — every business, every school, every local government contact.
Build Out the County Ambassador Network
- ✓Create one central County Ambassador naming a contact for each of Maryland's 23 counties plus Baltimore City. We have already commenced.
- ✓Use ambassadors as the Task Force's local eyes and ears — surfacing county-level businesses, pilot projects, and constituent concerns that the General Assembly's central group would otherwise miss.
- ✓Have ambassadors report back through the Task Force's quarterly working groups (Education, Application, Funding & Legislation) so local intelligence reaches the statutory report. A form will be established to share information with the Working Groups, remotely or through Zoom meetings.
Map the Full Business Ecosystem
Strengthen the Business-to-Education Bridge
- ✓Continue to communicate with all College & University Programs to continue to showcase their classes on the MDBA website.
- ✓Develop a system to connect those colleges not offering these classes with those who are.
- ✓Connect the College & University Programs page directly to local employers and county ambassadors, so coursework maps to real internship and job pipelines as part of our Workforce Development outreach efforts. Obtain funding for these efforts.
- ✓Expand the Education Working Group's reach beyond the current university list (UMD, UMBC, Morgan State, Capitol Tech, etc.) into community-college partnerships.
- ✓Research how to expand this into high schools with the distribution of the MDBA Virtual Career Day Talk Show Series. Obtain funding for this series.
- ✓Use county-level data to match student talent with the businesses mapped in Goal 2, county by county.
Goals 4–8
Deliver the Statutory Report
Finalize findings and recommendations for the Governor and General Assembly, due by October 2027 under HB470. Structure the report around peer-state comparisons and documented use cases, as required by the Task Force's mandate.
Move from Legislation to Implementation
With three major bills already signed, help agencies and businesses apply the new rules in practice — licensing, consumer protection, and pilots such as the blockchain-based real property records study. Discuss additional areas of consumer protection and partner with consumer groups to support.
Deepen Economic & Revenue Analysis
Assess effects on state revenue, energy use, and digital-inclusion opportunities with harder data than Cohort 1 had available.
Expand Workforce Pipelines
Build on the Bootcamp & Workforce Expo model to create ongoing, trackable career pathways into the industry.
Advance the Fourth Pending Bill
Use a year of real implementation experience to build the case for the bill left pending for the 2027 General Assembly session — passage of the UCC Digital Asset Amendment bill.
