Justice for Digital Asset Fraud Victims Cannot Expire.

Outdated statutes of limitation are protecting criminals. It’s time to reform digital asset law to reflect the permanence of blockchain ledgers.

Official Global Petition for Reform — The Digital Asset Regulatory Authority (DARA) Strategic Reform Initiative

WHEREAS digital assets represent a new era of global economic participation, existing on immutable distributed ledgers that preserve the record of transactions in perpetuity;

WHEREAS existing statutes of limitation were designed for physical assets and legacy financial systems where evidence decays over time, failing to recognize the unique permanence and cross-jurisdictional complexity of distributed fraud;

WHEREAS sophisticated criminal actors utilize technological delays to exhaust legal clocks, effectively laundering stolen wealth through time-based immunity;

NOW THEREFORE, we the undersigned formally call upon global legislative bodies to abolish or significantly extend statutes of limitation for crimes involving digital asset fraud, ensuring that the passage of time is no longer a shield for bad actors in the digital economy.

Reform Pillars:

• Universal Recognition — Standardizing the definition of digital fraud across all G20 nations to eliminate jurisdictional arbitrage.

• Extended Discovery — Triggering limitation periods only upon the successful de-anonymization of the bad actor, not the date of theft.

• Cross-Border Enforcement — Establishing automated evidence-sharing protocols between digital asset service providers and global law enforcement.

Every year, digital asset fraud victims lose billions of dollars — an estimated $4.92B in 2025 alone, affecting roughly 98,500 people — while outdated statutes of limitation quietly run out the clock on their chance at justice.

The DARA Global Initiative is working to reform statute-of-limitations law across G20 nations so that the passage of time can no longer shield bad actors who exploit the anonymity and cross-border complexity of blockchain-based fraud.

The Purpose of the DARA Task Forces

The Digital Asset Regulatory Authority (DARA) is an industry self-regulation initiative created by the Blockchain Legal Institute Foundation, a 501(c)(3) non-profit, to foster collaboration and enhance standards in the digital asset space.

DARA orchestrates the self-regulation activities of a diverse ecosystem that includes exchanges, token issuance platforms, blockchain technologies, crypto mining operations, and market makers — fostering a self-regulatory organization built on transparency and integrity while promoting innovation.

DARA’s Global Task Forces — spanning Asia, Latin America, the UK & Europe, and Africa — exist to:

• Provide precise, consistent regulatory guidance to empower companies within the cryptocurrency sector to prosper.

• Create a secure environment where entrepreneurs and consumers can engage with the digital economy with confidence.

• Enhance consumer protection through robust safeguards against fraud and public education on the safe use of cryptocurrencies.

• Promote industry collaboration to address shared challenges and capitalize on emerging opportunities.

• Support research and technological innovation, from international application-development events to close partnership with legal professionals.

• Strengthen international cooperation and harmonize global cryptocurrency regulations across legal systems.

Regional task forces are led by regional coordinators, including Dr. Sylvester Okere, CIPM II, FIIM, MCI (African Task Force) and Wayne Mercel (Latin America Task Force), among others introduced during the DARA Global Task Force Round Tables at this year’s Bootcamp.

Now Launching: Continuing Education Programs

Building on the success of the BlockchAIn Bootcamp & Workforce Expo, the Blockchain Legal Institute and Maryland Blockchain Association are proud to launch three dedicated continuing education tracks for licensed professionals — bringing blockchain, AI, and digital asset education directly into required credentialing hours.

CE Real Estate

A dedicated continuing education track for real estate professionals, covering blockchain applications across the property lifecycle — from AI-powered client and record management to blockchain-based property documentation for owners, renters, title companies, property managers, and investors. Delivered across the Bootcamp’s four-part Blockchain Series and AI Series.

CLE USA

A comprehensive Continuing Legal Education track for U.S. attorneys, taught by Eric Guthrie, Esq., covering blockchain technology fundamentals, cryptocurrency law, U.S. regulatory enforcement (SEC, CFTC, Treasury, IRS, and Justice), legal issues with scams, and a review of landmark legislation including the GENIUS Act and the CLARITY Act — culminating in a hands-on group exercise and final Q&A.

A new Continuing Legal Education track for European and internationally-facing attorneys, taught by Enrique Aznar, MA, covering Europe’s Digital Asset Rulebook (MiCA), tokenizing real-world assets under EU frameworks, and the state of Europe’s tokenised capital markets — what’s working, and what’s still missing.
